I think Ranil at Aid Thoughts once observed that throughout history most attempts at improving legal systems and extending jurisdictions have been motivated by land grabbers / robber barons / etc wanting to lock in and legitimise their gains. Something similar is arguably happening now in the Brazilian Amazon basin.

Well...maybe most attempts at extending jurisdictions were driven by land grabbers, but not all. In Denmark (where I live), the national survey and registration of land in the kingdom - 'den store matrikel' - was carried out by the state in 1688. It was for taxation purposes - the Danish state had lost a number of wars and needed money for a standing army. That, of course, confirms that such excercises are not done to benefit the people...
